I could be wrong but I believe that Health only has an effect for governors: adding Health to the city the same way as population_health_bonus.

Come to think of it I'm not sure why I think that. I could be way off. In that case: I too would like to know the answer to this.

HighestAttAdjacentChar: tests an adjacent character, has nothing to do with 'area of effect' which doesn't exist for a trait or ancillary on the strategic map.

health attribute: Withwnar is right there, it only works with governors and provides a health bonus identical to the one that buildings provide (reducing squalor afaik)

I seem to recall it increasing the number of heart icons (Health) in the settlement details panel. It's been a while, but I think that's how I knew it was working.

Maybe you could have it so that a governor gets the Health trait when a Witch is in the settlement and loses it when there isn't (or he isn't).

A witch cannot be in a settlement (unless she is from the same faction).
Never tried to make them recruitable for a player, I wonder if that actually works (I think not).

    Adjacent then?

There is the CharacterNearWitch event but I have a feeling that only works for generals in the field, not in settlements.

On a side note, that event only fires during end of turn not as it happens. Which makes me wonder why it's an event at all and not a condition.
