    I would have to say yes due to:
    1) They don't get paid, therefore you really are driven/dedicated to the project.
    2) People that do this sort of thing, like anything else you do for free, tend to be perfectionists.
    3) People that due this sort of thing also have their reputations to protect, their names being blemished IS a big deal to them.
    On my last note, just think what some of these modders can do with the vast array of tools that the big developers have at thier disposal that they do not! Yet they still produce things that are envious, even to the developers!! Thank the almighty (who ever you bow/pray to) that these sort of unselfish/dedicated people exist in the gaming community.

    Modders don't make games, modders make mods, which couldn't exist without the glorious CA. Indeed, the mods are better than vanilla, but CA has it's huge part too.

    Games- Take long amounts of time to code tiny things like...

    "Accuracy rating", and "how many casualties a unit takes upon being hit by an artillery".

    Mods- Edit a few tiny things in order to improve the game.

    CA = Makes games, imperfect ones but still games.

    Modders = Polishing the game, though they tend to change it a lot instead of polish it. It is still CA's game.

    Now, if a Modder were to take a year or two to change the game into a decent FPS shooter, that'd still technically be CA's game. So no. Modders do not make better games because they don't make games in the first place.

    CA make/uses a game engine to put together a excellent game, full of potential and then put a nice chassis around it, with a good user interface.
    The modders are in charge of fine tunning the game to exploit all it's potential. Since "they have more time" and aren't being payed for it they put more heart on it and that's how they make a good game a almost perfect game. Well that was until ETW, from that one to this day our modders become more, tweakers.

    As for mods being better than the original games... there is alot of garbage in the modding community, and only a few major mods are worth playing.
