    Do these two contradict?

    How do they contradict? No mercy provides +1 dread to your Emperor/King/Sultan, freeing the rebels provides just a bit of less rebels.

    Actually in hindsight I should have asked if the "has been known to kill every last rebel" line and the "has been known to free rebels" line contradict.

    "freeing the rebels provides just a bit of less rebels." It can also lead to a +10/+20 happiness bonus for your king.
