No not a complete lie, i think at some point they just realised they couldn't get it to work properly, go figure eh?

I had often wondered if there was a way to get it functioning from what was already there. But I haven't the skills for such things

This was in it since release.. its just a rest of the unit editor, which will never come.

This is just a part of what probably was once the proposed unit editor. I can remember in the Empire Total War files there was even a folder for a Culloden historical battle, complete with battle description, all of which was dropped from the final game and never added in. Unless these are files sneaked in a past patch to make the grounds for an upcoming uniform editor, then its safe to assume they're an old and forgotten part of the game files.
