Problem with culture

A setlement has 96% Western Civilized and still has Eastern Civilized Culture which gives me a big culture penalty.I know that there is alredy a similar thread but my problem is diferent.My culture is barbarian so I am asking how can I make the setlement Western to eliminate the penalty.

We need to know more about the bonuses in the region to give you advice.
If it was an eastern settlement owned by a former western power then you'll need to leave it a few turns on military occupation until the culture reverts back to native.

Just think of it as unrest caused by the natives taking revenge on their former overlords in the midst of the chaos caused by your occupation.

Well the region is originaly Eastern it was owned by a Western faction and it changed its culture to western civ.Now I come as a barbarian faction and take it,it doesnt stay Western civilized but changes to Eastern even if it has 96% western population.
And I am running a Gamma version so i dont have a Military Ocupation.

Oh, that was a big problem in Gamma... Keeping those regions will be hard.

Twenty units of militia should do.
Would be expensive but possible.

Diplomats/FM spam is the only quick solution.
