Is it possible to create new researchable technology? For example, create a tech called cold weather gear that once researched, gives your line infantry resistance to cold fatigue. I want to create a more comprehensive and detailed military tech tree.

You can edit the table technology_effects, what effects are ingame can be seen in effects_tables. Not all are working as techeffect, you can try around mate.
