You would have to adjust the export_descr_character_traits.txt file. This might work:
Trigger prisoners_captor_test
WhenToTest GeneralPrisonersRansomedCaptor
Condition RansomType execute
and NumCapturedSoldiers > 80
and FactionType hre
Affects CaptorDread 1 Chance 100
I don't really know what that would do, but I imagine that either it would mean that if the prisoners were from HRE (and only HRE), then killing them would make the general gain CaptorDread traits. Or it would mean that an HRE (and only HRE) general would get the CaptorDread trait if he killed prisoners. But other prisoner capture traits would have to be adjusted as well.
EDIT: if you want to adjust the faction standing (reliable, trustworthy, etc), then someone else will have to figure that one out. I've tried working with descr_faction_standing.txt but for the past 400 turns in my campaign all factions have remained at a "mixed" reputation.
