It's Steam only to play, I don't think copies purchased in retail went into that (it does say "Steam sales").

But only for steam. Steam would only count sales that went directly through Steam right? Activations from retail boxes wont count.

No, it's an estimate of steam sales so does not represent total number of units sold, only those sold through steam. It's only an estimate though, so that leads me to believe it's calculated through the steam best-seller chart, according to which Shogun 2 has indeed been doing very well.

So as you can see there's still no solid numbers on the sales of shogun 2, but one thing we can all be happy about is how it's consistently been high on the steam top sellers list, and even climbing back up these last few weeks after the initial sales rush, possibly through positive feedback or word of mouth.

All those numbers are estimate so we need to take those numbers whit a grain of salt .

This numbers are to similar to gamez charts and all S2 copies must be activated in steam,so there's no reason to not be the total sells.
