Scroll lag?
Im getting massive amounts of lag on the campaign map when it comes to scrolling left to right, up down, etc. It just seems like it stutters.
Specs are:
i7 quad core at 3.0 ghz
8gb ram
Win 7 Pro 64 bit
Radeon 5870 1gb (with updated drivers)
Have tried changing resolutions, putting all settings down, up, nothing changes it.

What really improves FPS is if one disables campaign shadows, this normally does the trick.
If this doesn't help you, try to run RomeTW.exe in compatibility modus for XP and/or as admin. Running the game in windowed mode (either by adding -ne to the end of your target line or by changing it in EB- Configuration with Trivial Script) has been said to speed up things too in some cases.
Are you using the standard EB's campaign map textures?

changed campaign shadows to off, no change. Same for compatibility, admin on/off. Also cannot seem to run it windowed despite changing the target line. I am also using whatever the 1.1/1.2/FOE1.4 textures that came with the download.
Another thing maybe worth mentioning: clicking somewhere on the minimap results in about a 3-4 second wait before it actually moves the camera there.

Do you get similar things while in battles? Is it the same if you start a new campaign? Are there parts of the campaign map which are free from lags/ areas in which they are there all the time?
You could try to defragment your HD, move EB outside Program Files and see if the section about multi-core systems in the Frequently encountered issues can help you.
Something that is worth a try in any case is a complete new installation, this often fixes magically problems, but first try the core-thing.

Tried the following:
1.Move the TW folder to E:/, nothing changed
2. Tried changing core use from 4 to 1, no change
3. Defragmented, restarted, no change
Battles work fine, no lag whatsoever even with very large unit numbers and full stacks fighting each other. Also there is no part of the campaign map that does not lag, I tried moving and clicking around multiple spots around the world and still lag. Also tried 3 new campaigns, all had campaign lag, no battle lag. I think I will try reinstalling everything tomorrow.
One other question: When I installed I installed 1.1.exe, 1.2.exe and the FOE 1.4 yet my main screen says v.1.1 still, does this mean I don't have it properly updated?

One rather easy reason for stuttering on campaign map is the movement of characters. If they have to plan movement for more than one turn (if you order them to go a long distance) this slows down the speed. Moving a random unit from a city and back into it again for one cell fixes that. Maybe this can help too.
Concerning the 1.1 in the main menu:
This means the 1.2 patch of EB isn't properly installed (or to a wrong location), it has to be put into the same directory as EB1.1 (meaning, both are going into your RTW folder, not one into the EB subfolder).
Maybe you can try it without FOE 1.4;

I don't think this issue Im having has anything to do with EB now, I completely reinstalled and out of curiosity I first ran the game, unmodded. Launched a new campaign and the scroll lag was there so now it seems like I have bigger task of finding out why the RTW campaign map lags. Its funny that these games have always run fantastically on my older systems but as I upgrade it runs worse and worse :p

Well, RTW is meant to run under a Win98/XP 32bit environment...
I remember once a similar problem with a AMD-CPU.
Maybe you want to ask also in the Vanilla section of the forum and see if anybody else has/had similar problems.
Another solution would be to create a Multi-OS system with XP as secondary installation.
