I don't think anyone has managed to add build slots; it might be a hard-coded value. As for the agent limit, you should be able to increase it by modifying the building_effects_junction table. Find the appropriate building(s) in the table, and look for the effect agent_availability_quality_xxx (the xxx is whatever agent type the building allows) and change the associated value from 1 to whatever you want.

This mod adds one building slot to each castle level, it just openes one slot earlier. Adding 6th slot is right now impossible, since its probably hardcoded in the game.
About agents you need this table - building_effects_junction table
Here find Ninja/Markets/Temples and you can change the limit to what number you wish. Standard is 1 agent per building.

I believe I have figured this out definitively. It seemed like the answers here and in the link posted above (and reposted here) were vague and did not tell me how to enable this despite me following the directions and knowing the tables. I have been trying to figure this out since the original campaign came out, and I can't believe I finally enabled it.

One has to leave a numeric limit in agents in order to have agents...the other files act on that result.
