No only family members whatever happens in BI would be the same for SPQR in that line.

I am playing as Rome faction, and nobody from my family members has been elected to the senate offices yet. Why??? Do I need to meet some requirements?? I carried out senate missions, except one or two...May be, something more?

This post is from february 2006 when no loyalty feature existed in SPQR and when the senate offices still worked ok with both family and generals alikeThe start date was also 280 BC I think
Actually... I think the only way you can get elected in SPQR 6.4 is if you have no loaylty to your leader (backstabber)... it has happened to some of my relatives a couple of timeswe can either take it as a glitch or maybe the senate wanting to backstab us through our disloyal relatives
