This seems fine until another takes Gloucestershire.-The Mayor is to be given 200 men from the Duke's levies which will be given to the City, the Duke may not call on them except in times of great national strife and the 200 men may not leave the City of Oxford except in that situation.

That's when you can use them. Unless the Duke wants to go back on this agreement (to which I'm sure Oxford would be very displeased over) then they have their troops to deal with things unless the Duke is in good need of them.
