    Default Population growth??

    I've built 4 farms, 4 town halls, 2 bakeries, with low taxes and my best population growth governor, I still can't reach the level to grow to a huge city. After 40 years of low taxes and minimal growth, plague is guaranteed.
    Not only do I feel its time to cheat, I feel I've wasted tons of time and money on farms and town halls and bakeries.
    I'm also a bit confused that gunpowder event doesn't enable gunpowder, which is ironic because that's why I would choose late campaigns.
    Which version of SS is the latest that doesn't include these changes please?

    6.3 and the gunpowerder event just tells you that it's gbeen discovered not that it useble yet.Read this to change pop growth and other shizzle.http://www.twcenter.net/forums/showthread.php?t=253598

    Not every settlement will be able to reach huge city level.

    Are you saing some settlemnts will be at large cityes level at best, regardless of the generals, and other positive factors in them?
    If so do you know wich one are those if they are predefined in ss 6.4.

    It's not hardcoded, its by design.The SS team dosn't want every settlement to max out for balance/realism reasons.

    Pretty sure that limit isn't in SS6.4 - it's from the latest RR/RC version, which isn't included in 6.4.

    It's not the hardcoded limit that PB put in, it's changes to the population growth to make it much harder. From the 6.4 release post:

    - New strategy map balance
    Growing settlements is now a lot harder for both the player and the AI!
    Although it's easy to get minor cities and fortresses, getting your settlements higher will be a struggle - and you won't be able to capture a lot of godly developed cities since the AI will be experiencing the same issue!
    Citadels and Huge Cities are VERY rare now.

    Ah, I thought you meant that only some certain settlements had the option to ever reach higher levels - the option is still there for every settlement, it's just very very hard to get there without cheating.
    Unlike the system in RR/RC where only some specific settlements have the final level available to them, no matter what.

    Only settlements over 2.5% and 3% natural growth are able to reach huge. Maybe 2% for citys I'm not sure.

    Castles are even harder, I had a full chivalry general including architecht sitting in Caen but growth stopped around the 21000s, just a few hundred before the citadel limit, really annoying.

    Honestly I feel it should be tweeked better just as the heretic spawn.

    Is there a list of which can become huge and which cannot, I wouldn't even worry about the can nots, instead I've been trying to upgrade everything like that guy... seriously, what a waste of time to make me think they could become huge cities.

    Which means that it doesn't work quite the way I thought it did. However, changing the max variable still works. As for what is an ideal level I cannot say.

    Can we get a list of which settlements even have a chance at the highest levels and which don't? Or which castles must be converted into cities in order to max out?

    I no expert on the matter, but presumably all the cities and castles that start the biggest (mostly capitals) are able to get biggest, and the ones that start smaller are going to be harder to grow... just seems logical
