No sound at all

I have just noticed that there is no sound and the general and all the other characters do NOT speak at all... but I can hear the music I have read previous posts and a guy said to solve the problem by reinstalling med 2 vanilla but I got steam how am I supposed to do that??

and even if I do it won't I have the problem since after I will have to install COW again???
