Starting armies dont change their unit size

I did edit with PFM the unit size of the chosokabe archers but the unit size of the chosokabe archers didn't cchange but the ones that I can recruit did change how can I change this so that the starting army of chosokabe each have the changed unit size for the chosokabe archers?

Can't be changed - so far it's a hardcoded limit nobody was able to come around.
