nope, that's WAD. this is also the case when you try building a steel factory, it has to be built on an iron producing province.

edit: if you cant build any factories, it's due to the fact that you have a laisse faire party in power.

You can build em all even if you don't have dat resource.

You need 2 have researched right tech 2 build em and have right government.

You can't build em if you are Liberalism.

not sure what's nonesense, but i am perfectly sure that the factories i have mentioned cannot be built on any other province but the ones that produce their raw materials. not sure if certain techs exclude this rule though if that's what you are saying.

If this is Vicky 2, you will not be able to build a lumber mill for the following reasons.
1. THere is no source of wood in the state (state, not province, usually 4 provinces to a state, only one in the state needs wood. Bring up your railway overlay to see where wood is).
2. You belong to a Laiezze Fair (I cant spell it) government (such as Liberal or Conservative)
3. You have no money.

The best government to be in Vicky 2 is Socialist, as it allows you to get the best factories your country needs running straight away.
If you can manuelly change your government, change it to a party that allows either Interventionism or State Capitalism. If you can not change your party whenever you like, hold a

of elections and always choose the options that a closest to the values of the party you desire. After many years, people will believe in that ideology and are more likly to vote for its respective party.

For example, if I wanted a Socialist party, during elections (which I would hold constantly) I would choose options that increase:
State Capitalism,
Full Residency
Planned Economy
Anti Military.
Or whatever my desired Socialist party values. Not all socialist parties have the same ideals though, same with every other country with muliple parties of the same ideology.

yeah, socialists are also me favorite.
They have about 35% votes in my game, but i still cant get a democracy. i've enacted all political reforms, but nothing yet, and im still in 1893

I said this in the other thread. No amount of reforms will turn a Monarchy into a Republic. If you enact all those voting reforms, you're still "Democratic", you just still have a Monarch. In that regard "Democracy" in-game is a bit of a daft name, should probably be "Democratic Republic". If you want to become what the game terms a Democracy (i.e. a Republic), let Jacobin rebels win.

To answer some simple questions that have really simple answers:
Economic policy:
Laissez-Faire cannot build factories
Interventionism cannot build factories
State capitalism can build factories
Planned economy can build factories

If you are an absolute monarchy, after ANY voting reforms are passed you will become prussian constitutionalism
If you are prussian constitutionalism after a certain level of voting reforms are passed you will become her majesty's government

If you are an absolute monarchy you will become HM government if jacobins win, all others become democracy.

If you are a presidential republic or any of the funky ones (fascist dictatorship, bourgeois dictatorship, proletarian dictatorship) then you will eventually become a democracy if you pass enough voting reforms. I'm not sure if there's an intermediate stage...
