There's a few factors that affect it, the general needs to be fairly close to his troops when he dies, and obviously the troops need to have low morale when it happens (usually either "shaken" or "wavering")
In RSII troops generally have much higher morale than their vanilla counterparts, especially heavy infantry. Simply killing the general won't make them rout, but when timed right you can route the whole army in one go.
Sometimes I wait for some troops to be "shaken", then fire missile troops into the middle of combat at the general to spark a chain rout (it causes friendly fire but its worth it).
There's also the possibility that the general was terrible (no stars, bad traits that gave all his troops a negative morale boost instead, etc) that actually decreased his troops' fighting potential. In those cases, killing him is more trouble than it's worth since he is effectively helping you each time he gets near his troops.
Though wedged heavy cavalry charges across the enemy line engaged with your front line tends to rout the enemy pretty quickly.
