When one of your armies stands in an enemy province, or an enemy army stands in your province, and this happens for a number of turns (perhaps minimum 3 or 4...can't be certain...sometimes 1 is enough), damage is caused to the surrounding land. Basically, you could use it to your advantage, but it'd be far better to just take the enemy province. The damage you could cause to the opponent's economy might be minimal, at best, unless you stand there for a prolonged period. Then it just messes up the province for when you want to capture it.
This is also why you should not let rebel armies stand in your provinces, even though they don't attack you much, if at all - they cause devastation, and block trade when standing on roads or on a port.
