Imported matchlock ashigaru

Why is it that the AI armies keep spamming imported matchlock ashigaru and neither of them makes the effort to obtain Gunpowder Mastery and train them properly?

Late in the game, when you would expect to see dozens of armies armed with home made and even imported ashigaru, you only see one or MAXIMUM two units of matchlock ashigaru and the rest are Yari or bows. I find it a bit unrealistic and it also means that there's no epic gunfights inside the game which it should have been later on in the game.

Any experiences with teppo?

In my VH campaigns I do see matchlock samurai so obviously they do tech up.

I played Normal and Hard, Very Hard first campaign right now, so in the first two they don't tech up at all.
