Was wondering if there is a submod to do this?
What I mean is when I attack a setlement they randomly get about 10 unit stacks, its insane and unpredictable, please tell me how to fix?

You can adjust it manually. Go to your campaign_script file in your data -> world-> campaign -> imperial campaign folder in you Third age folder, and just remove the whole
"#################### Garrison Script Version 1.3 ####################" sector.
So not just this line, but the whole mechanism that's coded out somewhere halfway the file.
That'll get rid of those nasty spawning defenders of too high quality.
Piece of cake, and works with every submod as well.

As you're now aware about it, it is predictable. It is sane as it protects the more important settlements, which the AI does not know how to well defend them.
The first time, yes this script is surprising, then you happen to like it, as without it the game would be without challenge. What is missing is a message in the start of the game, bewaring (the newbs) about the bigger cities can make urgent levies, giving weapons to their unhabitants to protect them.

Well I don't like the garrison script that much either. I mean, first you fight through stacks and stacks on the field to take advantage of poorly defended settlements and then BOOM, they blast you with mostely a full stack of units they sometimes don't have acces to. I can understand militia type units spawning, but spawning decent units and 3 units of trolls ruïnes all the fun I intend to have in this game. It's not so much the spawning of units as the quantities and quality of units which annoys me. Cause they mean you can't win decisive victories on the field.
If that makes me a cheater, so be it.

a submod that spawns large numbers of militia, instead of elites, would certainly be a good idea. the matter is, it requires a large (huge maybe) amount of scripting and no one seems willing to undertake it. there are a couple of mods out there, though, that balance the whole thing a lot.
