recruiting generals inquiry

i feel like a real jerk starting a thread for this one question but if you would,

what determines how many generals you can hire and when? its obviously triggered by something, i havent put my finger on what tho...

# of Generals you have. # of cash you have. # of times a General-less army has won (I think it is two battles). I think, however, that the amount of cash you have is the base since you need a 1K koku to hire in the first place.

There's a cheap way to get generals. When you defend your Keep, it comes with a unit of Samurai Retainers and if you win the battle of defending your Keep your Daimyo can promote the Samurai Retainers to general.
