Rice Exchanges (and their market upgrades) cost food. So do castles.
You have to manage upgrades with available food supply. So right now, you either need to take over another region which has food OR destroy some market chain buildings.
markets dont consume food though, do they? i thought having markets helped produce food =/
The first building in the market chain doesn't cost food. The ones after that do. This is because of game balance (everyone would be spamming markets all over).
So, build more farms!
Keep an eye on the food supply on the down right corner when you want that new upgrade for the castle.

Don't upgrade every single fort town into castles, leave some forts in between as forts. Upgrade them to stronghold to unlock another slot, then leave it at that. That'll save you tons of food.
ONLY upgrade the frontier forts into castles or fortresses for defending purposes and recruitment purposes.
I have about 22 food surplus using this way.
Upgrade those with monk bonuses into fortresses to recruit monk bow and monk warriors.

Nonetheless, plan whether you'll have to turtle in certain provinces or moving on after dropping a ashigaru garrison.
I usually push forward with conventional army to conquer 2-3 provinces, then stop at choke points to upgrade my new front and move ashigaru garrisons in the previous few provinces.
The food seems to trip a bunch of people up on a first runthrough, just be careful.
It might be because in previous TW titles, Food either improved your growth/wealth or hampered you late game due to population growth (RTW). In this game, Food is actually a necessity for your survival and a lot of people who have played previous titles aren't use to that in the first playthrough.
is it possible to just upgrade to merchant guilds and just use the extra income to pay for garrisons?

What I do is I upgrade key provinces to Castle (such as North Shinano/Kiso) and any area with a Smith to Citadel (so I can build all my troops with +6 melee). I also recommend building up to Fortress and nothing beyond for the rest, which will give you a surplus of +1 food for each of those provinces. What to define as a key province? See it as your wall that you will hold at all costs if you get pushed back. Obviously, this means your capital, but areas that the enemy must take to advance deeper by land (such as the mountain passes to the East of Kyoto), must be fortified well. This strategy has allowed me to maintain a food surplus of 20. ^.^

What can you do when you have food shortages?It seems that with my clan this problem is persistent and my food shortages are -1, -2 despite the fact that i've upgraded the irrigation system.Is there another way to solve this problem?
