Default Tokugawa campaign frozen as vassal

I have demanded payment, trade, dishonor to the Imagawa and my relations are now -1000 with them, but they refuse to attack me...

I want to attack and destroy them so I can expand (as a vassal I can't attack anyone except them) but they are allied with Takeda and Hojo who will quickly sweep me...

Why won't they attack... this is ridiculous... this campaign is impossible. I captured Owari, the Oda town, and now I am stuck with two towns and countless turns have passed as I wait for Imagawa to attack...

How can I provoke them to attack me...?

    Be real.

well you can try to convice the takeda and hojo to break the alliance with the imagawa (ai tends to like a lot military access try offering them access for 10 turns or so they will probably accept , if not try adding some coin with it ) and then declare war to them while they don't have any ally left

Tokugawa starts as vassal of the Imagawa so you need to exploit diplomacy hence the diplomatic bonus that they have

    As Trepalium said...

Save some coin up, pay Imagawa (or Takeda / Hojo) to break their alliance with Takeda / Hojo (or Imagawa) and then overthrow your oppressors.

That's exactly what I did, thanks guys. Takeda broke alliance for 1k gold and Hojo were being assaulted and weak so I broke it, attacked, took Imagawa and am now attacking Hojo. A bit late start of my campaign but things are going well now.

    Be real.

apprehend all their agents/ start using their farms for exp for your ninjas build 2 nice big stacks and wait at their border for them to declare war.

Sigh, at least you get to grab your one warring province. No matter how and what I try, getting to the castle town is impossible as someone always beats me there forcing me into tactical withdrawal. My only choice has been 4-10 years building economy slowly and sending out an agent to make contacts until I manage to ally with someone not afraid of Imagawa/Takeda/Hojo alliance or, at least, find someone forced into vassalage who is likely to revolt and make them ally. In the few cases I have had to hold out longer, Usuegi usually nearly wipes out Takeda and weakes Hojo in the process and I just go in with a full stack and mop up as fast as I can before Date or Usuegi get up the troops to do the same.

EDIT: Something else you can do is develop your navy and use as many tade points as possible for your economy!
If seeking instant gratification without thought to repercussions, take a shotgun to it!
