Direct X9 error when launching

How to fix it i already have a directx 9 installed

Apparently solved by "messing around and rebooting the computer"

Might be handy to go to start->run->type in "dxdiag" (without ")--> press enter
see if you have any problems.

I restarted it and its ok tnx...but this is my real problem...when i installed it i change the directory of the installation......3 times and i patched it the 2.1 and still i get this error
