Icon4 Second rebellion: Army upkeep problem

So i'm playing the Roman faction and when I hit 85 regions for a couple of turns the second rebellion starts as expected.
But for the next turns my funds started plummeting seriously.
Now I understand of course that my income is way less because of the loss of regions.

But the army upkeep doubled in 2 turns, which i figured to be illogical since the number of troops halved . I think I'm paying for the Roman Rebels troops as well.

Is this intended to make the game harder or is it a bug.
I'd really like to know because I'm anxious to get my capital back...

of course...you lost half of your income when you lost half of your citys...you will be on -1.000.000 in no time...better crush the rebellion rather with WARP as you wont be able to retrain until you not have retaken enough citys to push your economy into the "making money" zone again...
