I feel MOS is a very good submod, though because my pc is too slow for all it adds I don't use it.
Another one that is very good is FROME.

I used FROME and I liked it 'couse I wanted more factions...
then installed a translation and broke my TATW
re-installed it and now using MOS -it has the same factions from vanilla, but contains almost all submods that do not add factions, moreover you can choose what submod accept or not.
I'm waiting for DaC 4.0 too (promises to be great, and will be standalone, so not "really" a submod... quite a mod itself), and another submod (wich is still a work-in-progress but from previews seems wonderful) is WarOfTheSilmarils (set in 1st age)

I use FROME. I cant stand playing without the additional factions anymore even if I dont play them.

RC/RR. Or rather i used to play with RC/RR. I never touched Third Age after playing Vanilla 1.0 without RC/RR anymore.
Soon i guess i`ll play MOS, since RC/RR is being incorporated into it.

MOS, FROME is a good submod, but i prefer a gameplay submod more then a new faction submod
