    Is it only when you're on the net that you have this issues?
    Not when you're playing games or stuff like that?

    Can you take a screenshot? Press Print Screen button on your keyboard and then paste it into MS Paint, save it as a PNG, and upload it to imageshack, and post it here.

    Also go to Start->run->dxdiag

    check to see if there's any problems and run the tests (directdraw, direct3d) in the dxdiag dialog box for each tab.

    Ok i ran those tests and it came back fine. I tried the screenshot but its pointless to post as it does not pick up the flashing.

    But for example if you go to comcast.net you will see pictures on the front page. when the page loads they flash and when i run my mouse over them they start to flash. This isn't the only place i noticed it but just an example.

    Ok just for starters uninstall you graphic card drivers, then use driver cleaner to remove all traces of the old drivers. Then download and install the latest drivers for your card, from Ati.com or NVIDIA.com.
    If you still has problem after doing this then let us now.

    you're probably going to need to give us some specs

    do you have DirectX 9.0c?
    what's your vid card?
    what's your monitor?
    have you tried degaussing?
    how long has this been going on?
    have you run anti-spyware applications?
    virus scanners?

    Have you tried just reinstalling Macromedia Flash player (downloading the newest version first).
