Recruiting Polybian Cohorts in Arretium?

Hi,
I've searched and searched and can't find any previous posts on this....

I'm playing a (2.1a) campaign as Rome and can't figure out how get Polybian Cohorts in Arretium.
I've Annexed the region, and the Oppidum info card says only Spy/Assassin/Diplomat can be recruited, no military units of any kind.
Arretium has silver/gold/iron resources, so no Metal Imports are needed.....
Is there something else that needs to be built? Open Pit Mines, Forum, etc?
I can't find any info on the other building cards that would point me in the right direction.

- OR -
Should I have left it a Client State because only Allied Cohorts can be recruited in Arretium pre-Marian?

ahhhh...It can have to do with citizenship too if I remember correct

I used the money cheat and 'process_cq' to figure it out.

A Campus Martius needs to be built in Arretium to get Polybian cohorts.
Campus Martius is not in the Building Browser, so I have no idea what is required to build it, but through the process of elimination I think I figured it out :
1. Pro-Consuls Palace
2. Fortified region
3. Oppidum
4. Supply of army rations
4. Civitas

Is this intentional? A Campus Martius is needed to recruit Polybian Cohorts in Arretium?
Btw, I think Ariminum also has this situation.

Campus Martius = Field of Mars

Oppidum lvl 1 > Oppidum lvl 2 > Oppidum lvl 3 > Field of Mars > Roman Fortress > Curia Hostilia

However...with only Civitas and Oppidum lvl 1 you are good for Republican Polybians

Not in Arretium, I had to build up to Campus Martius to get Polybians.

It's the same for Ariminum.

All the other cities in Italy & Sicily are OK - they are annexed and when I build Oppidum lvl 3 I get the Polybians no problem.

No, I was hoping it wouldn't come to that.....
So it sounds like this has not happened to anybody else?

I might have experienced the same, but it's been a long time ago. I thought of it as a feature instead of a bug. But what's the problem with recruiting them in Rome or another city, and marching them to Arretium? Rome isnt that far away. Also, you can still recruit Allied cohorts, right?

That's what I'm trying to find out : is it a bug/oversight or WAD?

Looks like a bug...

The oppidum level has to reach Provincial under a client state, iirc.

Otherwise, grant citizenship and then build up to Campus Martius. The Campus Martius requires a Supply of Army Rations.

Try to either make a fortified city or a merged city as well.
