A fusion of IH and RPG in a game about the HRE?
Well, it would work this way; players would make a character that was the leader of one of the many small duchies, independent cities, electorates, etc. of the Holy Roman Empire, thus allowing them to recruit troops and lead them into combat(probably through another character ofc), while allowing them to take part in politics with the leaders of the other small countries in the larger Holy Roman Government.

in reality the first world realism, was suppose to be based of the holy roman empire, and though it had it it played a minimal part in it sadly.
