Modding a building question

I've got a quick question that I'm sure can be answered here.

I want to make Catholic Church School Buildings (Jesuit School, etc.) buildable by Quebec, Mexico, and Colombia (as I've noticed that they can't build that building tree). How would I go about doing that?
