Build buildings that give tax bonuses.Don't ecruit all elite armies.Watch out for some buildings, they give negative income for a small benifit.

He could have a terrible faction leader or some other factor causing a dramatically low income. I've seen my income drop to almost nothing for a few turns during and shortly after the first rebellion. More detailed information would probably help, but for the most part the advice already given is a good start no matter what the case is. Focus on constructing income increasing buildings in important settlements for a while, and then when your economy can support it worry about military expansion. Use the money generated by this to further increase your economy, rinse and repeat. Steady development, rather than blitzing or over focusing on multiple protracted wars early on, will help put your campaign on the right track, especially with the Romans.

Have you tried rasing the taxes???

Idk but i can see that arretium is generating a pathetic amount of gold. As soon as you can upgrade the mines and convert it to an economic region. its probably the settlement thats gonna generate most income in italy.

I'd say he has a bad leader as that looks way too small.
