Not that we know, but I am sure this will be looked in to as some have issues with the vanilla AI spamming too many high-level fortifications and when you conquer them you may go negative when food supply is concerned.
The funny thing is that a normal, steady, expanding AI faction will balance their provinces just like they player would to not go deficit. But since the AI never really protects against rebellions or even bother defending their settlements much you'll have lots of provinces shifting hands and in the end you'll have clusters of Castles where no AI could rule them because they'd always be in the negative. There are also other effects like religion that helps this trend along.

Ideally, when a province is captured, the main building would drop a level anyways but never below level 1. This would solve several minor game play issues actually. However, I have the feeling that would have to be a CA correction.
If seeking instant gratification without thought to repercussions, take a shotgun to it!
Why would a fortress become a stronghold after you have captured it? Maybe if you had destroyed parts of it during your attack or had looted the province, but it wouldn't make much sense otherwise. The main obstacle to this proposed fix, though, is that the number of construction slots is tied to the castle level. So, if you captured a fortress with all slots used one of the buildings is going to have to be destroyed when it gets downgraded. What if it's a legendary building and you don't have the tech researched? That could defeat the entire purpose of conquering the province.
