This mod seem's strangely popular, so I figured I would check it out.
Just looking for a brief over view of what Broken Crescent is exactly. Also, is it compatible with a Steam version of M2TW?

Should I wait for 2.3 or install current version?

look through here, opening up all those horizontal bars to see what 2.02 is about.
Essentially, it is a mod set between 1170 and 1400, long after the Turkic peoples swept through the Middle East and assimilated (to varying degrees) into the political and religious settings of the region, roughly 70 years after the time of the First Crusade where the Kingdom of Jerusalem has been established and is at the height of it's power. The third Crusade is soon to begin. But the mod is not focused so much on the Crusader states, it is a more balanced view of the broader region and concerns lands and peoples as far east as India. Major game events include subsequent crusades, and the Mongol invasion.
2.3 is due out so soon you might consider waiting, but on the other hand why? I love the mod, it would be worth playing if even for a week. And what if it takes longer?
Be sure to give the new style EDU a whirl, it's a preview of what's to come in 2.3
