    Default Disembodied general?

Today I opened up 'Armies' menu in my roman campaign and I noticed I have a general with 0 soldiers at his command. Not even his bodyguard. I center on this general's position and I can't see him on the strategic map. All I see is a green circle blipping where he should be. I move him by right-clicking close by. The general appears as he moves but he doesn't hold a standard.

What in hell's name is going on?

Probably a ghost general. Did you move a character by console in this game?
Best not to touch him, put him somewhere deep in the forest so he can't interact with anybody. In most cases, the character just dies and no further problems.

I console-moved an Eleutheroi general. He came too close with those elite troops that spawn in provinces between Sweboz and the Getai. Other than that I can't remember.

A pity I cannot use that general. He's still young and very able. I do have an old save game where he's still Ok but that would mean fighting some tough battles all over again.

The RTW-engine sometime creates such a problem by itself but in general a teleported character (directly out of a city or into it) is the reason.
Keep that old save as a backup for hard days and don't let him interact, you should be fine.

That sounds like how you should treat a virus.
