Who would want to see this happen? I, for one, would. It's not impossible either!
I'll go over some of my ideas.
I'll start with units, as that's at the forefront of my mind.
Let's approach the terran units first. Relatively simple in my opinion, although I don't believe any race could have ANY flying units...but it would be cool if someone figured out how to do it. for instance I think you could do this very easily. Marines and firebats would have to be in squads of 4-8 marines per "unit". They'd obviously have to be ranged but with a close-combat ability. I think firebats would have to be strictly close-combat though... and with probably far fewer men per unit. probably 2-5. I think both marines and firebat units would have to be disorganized in formation, like that of druids or peasants. Ghosts would be like snipers with 1 or 2, maximum per unit... functioning similar to a very long-range ballista. I thikn you could do siege tanks too, and even be able to switch between modes... functioning like a repeating ballista (only faster) and like a faster and stronger onager in siege mode. I suppose you could use vultures... i guess it would have to function like a very fast, very weak, and highly innacurate onager. Goliath tanks are, I think... totally doable, acting like large, fast moving, rapid-fire ballistas. Vultures, perhaps, but most definitely siege tanks and goliaths would have to be one per "unit".
As for zerg, I think they would function much like the terrans. The zerglings would have to act like the "dog" units except without the handlers... and with great number. I'm guessing 30 per unit? Hydralisks would be a lot like the marines, but once again with greater number, and they'd have to move more quickly... though not as fast as the zerglings. I don't know how you'd work defiler's in. Ultralisks would function almost exactly like the elephant units, although only one per "unit" and very very large. much like the effects that the cheat "oliphaunt" produce. They would also have to be fast and quite strong. i think that's all their ground units off the top of my head...
then there's the wonderfully kickass protoss. I think zealouts would function almost identically to the firebats except they would naturally be stronger and faster. The dragoons would probably be like 1-2max per unit. I imagine they'd function like very small artillery that's highly mobile. I don't know how templars would function... probably as an enhancing unit to nearby units... much like a legionary standard or druid. Reavers would basically be onagers, except more accurate. Archons would be freakin' awesome, functioning like an extremely strong, and large and very short range artillery or ballista,or with strong, splash damage melee attacks
That's basically how I envision the units functioning. With the terran and protoss battle taking place in and outiside cities, it would be easy for there to be various buildings merely replacing what would normally be there, except with different types of walls... like a wall as you might imagine seeing from starship troopers for the terrans and maybe an energy wall or some large metallic wall for the protoss. I can't imagine the zerg having city walls... although what they might get instead would be several "colonies" surrounding and throughout the town.
The map would have to be highly detailed with drastic changes in elevation and boulders, etc. to allow for strategic positioning and squad based combat. Other than that, you'd have to get rid of the wheat fields and such, probably replace it with special buildings or just remove them entirely. Tree replacement would be nice. And also the existence of creep in and around areas where there are either zerg forts and/or cities.
I think hero's would be cool to have... but only if there were a way to only have one of that "unit" ever. Like start out with the hero's that function like generals (you'd obviously have regular generals as well) but when they're gone, that's it... finito... and no death by age for these hero units.
That's pretty much it. That's my idea for Starcraft, total war.
