May I offer some advice...
if you are serious about your mod then there are some steps you should take. You'll have more chance of people helping and responding to you if you go about things the right way.
If your recruiting, then any prospective modder (who has some skills) will want to know what you as mod leader propose to contribute. You cant just some up with an idea and call it a mod.
There is some really good advice in this tread by posters such as wlesmana etc. The basic idea is to start small, thats where we all began.
The aim of my post is to be constructive so to show willing I will try and help you out a bit. Firstly you dont need a 2d artist at the begining, there are far more important things to get sorted before you make it look pretty.
So a map, this guide will show you how to make a map of greece and asia minor from the vanilla map, its the very first bit of modding I ever did (even this feels great when you get it working). I think this would be quite a good map for a greek centred mini mod, but even if you want to make a better one it will give you a good idea of the basics of mapping. Then you could go on to this or eventually this.
Once you have a map you need some units and factions. To start with you could just use the vanilla greeks, there are already three greek factions. With just reskinning these models (infact just recolouring) you could make alot more factions, GIMP is a free program you could start with, these tutorial may help guide one, guide two

To finish off, the best advice I can give is to read and work through as may tutorials as you can. Pretty much all of the modders in the workshop will go out of their way to help a new modder but remember etiquette. Dont just put out a general request for help be specific, and you'll find people more responsive if you first try to help yourself. If you want to learn to map go search through tutorial section try them out, then if your still stuck ask for help. You dont have to do all the work yourself but you need to be prepared to do most of it. If your prepared to be a one man mod then your project will never die as long as your still interested in it. Start small do what you can at the time, there is nothing wrong with learning for a purpose, so your mod may start off modistly but it will grow as you grow as a modder.
