Reinforcements seem to be actually attacking now in sieges!
Since the patch I had a siege battle with 1.4 stacks attacking, the 6 unit stack was attacking and another 1 stack was reinforcing. I only 6 units defending so I naturally chose to battle in order to exploit the bug but to my very surprise I had the other stack steamroll over me. In another battle Imagwa was reinforcing Hattori's full stack with 13 units of their own against my 18 unit army defending the castle and Imagwa very well participated in the battle and was, perhaps, the reason Hattori won.
Anyone else experiencing this damn bug fixed?

Not really. Just had a multi-stack siege, and was wiped out precisely because of the bug (no battle time limit, had to get out of the castle to fetch them, and they were too many... reload). Very annoying.

Interesting that it appears to work sometimes. I've definitely experienced idle AI reinforcements pre-patch but as yet haven't had a situation where I could test post-patch. For me it was typically siege battles where the AI didn't work. Just a thought but maybe it's map specific, i.e. units getting stuck on the edge of the map?

I had it when i took the capital of Hattori. Hattori had a reinforcement stack of 9 units hidden when i attacked and laid siege to them. Luckily, the army inside the walls didnt move out to help their reinforcements. Giving me enough time to move my 20 units around the fortress in order to handle the oncoming reinforcments. Surprisingly they werent organized when 11 units of ashigaru archers begin to hail down upon them. By the time they managed to organize and counter attack, their archers were all dead and their infantry had been reduced by about 40-50% allowing my naginata samurais to make short process of the rest. The siege was piece of cake with the amount of archers i had against the melee troops inside. Lost 139 against their 1700 something xD

In my experience the bug occurs when I am defending a fortress (the reinforcments dont attack) but not when im defending a stronghold.

This works for me: if you have a cavalry unit, move it close to the 'stuck' enemy reinforcements. They will follow the cavalry like a magnet right towards your fort walls and their doom. Can use infantry too as the bait, but they might be too slow.

Re: Reinforcements seem to be actually attacking now in sieges!
So I was Shimazu and Shoni and Mori involved in this battle. Both myself and the Shoni are at war with the Mori, but not allied with each other. However both our armies were next to their town and were about to fight against the besieged enemy. When I loaded the battle, it said both mine and the Shoni army were allies against the Mori army---and though my army was fully loaded, the Shoni army just sat half inside the map, half outside the map (on the red line border) and didn't even reinforce/considered in battle, let alone fighting.

I don't know, if they fixed a bug like this I think they'd put it in big red capital letters for the community to see. Good thing is like others said it's possible to kite the idle AI with cav, or just turn on battle time when you see a siege defend with reinforcement coming on.

Yeah, or just always have a 60min battle limit anytime you play the game, no battles last 60min anyway, and it saves you from this dumb bug

Doesn't it depend? Like i had the enemy send reinforcements, and a few units of katana samurai were walking up to my fort to help out their buddies, but when their buddies started dying the reinforcements started walking away and just stayed at the border of the map :/
