CharacterPanelOpen

As far as I can see, the CharacterPanelOpen event only seems to fire when right-clicking on a general in a neutral/enemy Army Details scroll.

This is what I was using:

monitor_event CharacterPanelOpen TrueCondition
  historic_event {...something}
end_monitor

This post is the only one I could find on the matter and it didn't seem to be working there either.

Is there any way to fire an event - that exports character_record - when a local faction general's scroll is shown?
