Gauls: Gaesatae vs Veneti Bagaudam

I recently started a campaign as Gauls. Besides the war on three fronts (Germans, Romans, Spaniards) everything went quite well. Althoug I don't get much income (I use Draknar mod collection) I am quite satisfied so far. But there is one thing I don't get. The Gaesatae are cheaper in price and upkeep than Veneti Bagaudam, although the latter have worse stats? Is it a bug, or did I miss something? And does anyone have any tips for my campaign?
