I think anything can be modded, though it seems the campaign map will take some time before people know how to do as they've changed something there I think.

Everything can be modded, but we don't know how to do it yet. Compare it by breaking into the safe of a bank with your bare hands, but this time, is there is no one that will stop you. Eventually, you will make it, but it takes time.
Everything that isn't hard coded is moddable.... IF there were tools to mod it.
That there's a mighty big IF. I don't reasonably expect to be ably to modify the campaign map any time soon and possibly ever. Also thus far there is no way to edit the mesh parts for the models or edit the animations.
What you CAN reasonably expect to be able to mod is most, if not all, of the Db files which include much of the nitty gritty of the gameplay. Also adding new units (utilising the existing mesh body parts) with new textures can be expected... although unlike pre Napoleon games it's a royal pain in the arse to add units created by two different modders together.
Basically modders are beholden to the tools that the hard working coders of the community come up with.
So everything is POSSIBLY moddable.
