playing portugal, and i have a 16 yr son that has no educational traits(sophomore,junior etc) why is this

I'm guessing he wasn't adopted? Was he part of the family at the beginning of the campaign or has he been born?

not adopted, came of age some 50 years into the campagin so he wasnt at the start

The higest i manged to educate my sons was the standard military and standard admins, how to get higher levels of education?
What are the buildings that i need to educate them properly ? The same buikdings are needed for mil and gover education right, and education works only in towns right?

Its not, hes speaking Americanish as Sophomore and those others are american words.

The reason said traits are not appearing is because they are there, but they are also made to be hidden from normal view through the export_descr_character_traits.

i pretty sure they were removed in favour of education at all ages, one of my generals got standard military education, even though he was over 60 and died three turns later, the highest level of barracks is required for the best military education and the highest level school (i think maddrasa for the east :/ ) librarys i dont think affect education, i know they provide the librarian trait which improves piety, but im not sure about education.
Im pretty sure that military education requires the higgest level barracks in a castle i dont think it works in cities

i noticed some traits regarding studying that should help my governor to increase his edu level much quicker

The thing is, they are there, they just don't show up when you look at a character's traits.

If you really want to see the traits, though, check your SS6.3/data folder,
open up the export_descr_character_traits, and look up "Sophomore".
You should then see the education traits under "WantsSchool".
Just remove the "hidden" line, and they should show up in-game, but you may
have to add your own descriptions for said traits.

None. Afaik them beeing visible in earlier versions was an oversight.
