Default How do I change settlement ownership correctly?

I've searched the tutorial threads, and I may have missed something, but I still haven't found an explanation.

I'm trying to get one of each of the starting Brutii and Scipii provinces to start off as Julii. In the Imperial Campaign descr_strat folder, I cut the settlement plans, and pasted them under the Julii settlement part. I moved all the Scipii and Brutii characters to different X,Y coordinates on the map (I all put them in the same coordinates as their starting diplomat), just to make sure that a Brutii or Scipii character wouldn't spawn in a Julii city.

However, I try to start the Julii campaign, and it just crashes back to the main menu. What did I do wrong?

Im guessing you can't have more than one character or agent start on the same tile.

You can! Try it! Looks weird but cool!

So if having them on the same coordinates isn't what is causing the crash, then what is?

I know when I placed a character on/in a city with a pre-existing character you could see the new general sitting on top of the city but not in it. I could never move or use this character. I'm not sure if I ever took a turn though.
