If you don't want to wait for an answer in the future, I believe you can check the 'desc_strat.txt'-file and look for 'starting date ###' respectively 'ending date ###', or something like that, you'll know when you see it. I'm not entirely sure but I believe in RTW vanilla these setpoints were in the beginning somewhere.
For example; vanilla had the starting date of 280 BC(if I remember correctly, havn't played it in a while) and the ending date of 14 after the birth of Christ(it says -14, but I assume that it would be 14 after the birth of Christ, however vanilla had a bug which caused the game to get CTDs at a certain year-point I believe it was around 146 and 66 BC with '66' being the final one).

the victory screen is displayed when you meet the victory conditions...have a look at your faction screen,they are displayed there !
Once you passed the maximum turn number of 638 you wont get a victory screen anymore not even if you met the victory conditions...understand?
The time set up in the descr_strat is the time you have available to achive the victory screen but its not the game end..the game just goes on forever...technically spoken
