time delay promblem (or something like that)

i just got shogun 2 yesterday and you see vwhen ever i want to select someting i hover my mouse over it, and it takes 3-4 seconds to realise that the mouse is there. also if i want to move my camera or select something, the same thing happens

Turn graphics down. All of them to the lowest possible setting. That is most likely your problem. If this doesn't help, I think you may be out of luck short of upgrading your pc.
