In terms of OS affecting your performance, XP actually fares alot better in DX9 then Windows Vista and 7. I doubt you will notice any ingame speed gains but your computer will run alot smoother due to not having Vista's wastefulness

As far as I have noticed on my Vista- and 7- running systems, the 7 uses alot less system resources then Vista. That said it may be the case when using an older rig every gain is something (speaking of more memory available).

Windows 7 is better than Windows Vista. Both are fairly resource hungry - think of needing 1Gb more memory than you needed with XP.

I'd suggest looking at the services running in the background to free up memory using msconfig. Always look up what the services are first. After a while you get a feel for what should be runing or not. I find software updates from Adobe, Creative, Quicktime etc keep adding their services back. If you're not comfortable with that use IOBIT's (free) Game Booster to put your PC into 'gaming mode'.
