    Hey guys,

    love the game. But theres one thing that doesnt get under my skin. There doesnt seem to be enough combat happening here. Im playing on Hard as the Shimazu clan and have got half way to Kyoto. But whenever I capture a city I have to keep my entire army there for anything between 3-5 years before the public order is at a level where I can then move on and capture more cities. I understand that religion is a big part of public order. And that also you shouldn't loot settlements or you will have even lower public order. I end up just spamming the end turn button til the public order is low enough that I can leave.

    I guess my question is. What can I do to increase public order in newly captured settlements without having to leave my army there for years?

    I don't know how you manage to piss off so many peasants. I usually stay a turn or two, leave a metsuke to supervise and leave. You can always consider building some temples and sake dens, but usually the castle repression is enough to scare them into submission.

    Agents help alot, especially Metsukes. Bring Metsukes with you. Monk/missionaries help too, especially if you have to convert the city.

    Also, double click on provinces and exempt them from taxes for the first few turns.

    I generally have lower than normal taxes: Makes the start a git slower, but it pays on the long run in terms of happiness.

    I also try to be between +2 and +4 in food surplus.

    And of course, exempt the regions you just captured from taxes.

    Or make vassals.

    turn taxes off in that region.
    turns most regions from red to green in one turn. (assuming it's not a capital, or has a different religon and you occupied it not looted)

    I think ill try out leaving a metsuke there. I dont know how they get so pissed off that easy either. Im not that harsh to them. I have +9 food surplus.

    Should I not leave any garrison there atall?

    Also, keep in mind with the Shimazu that they have a resource on Kyushu that increased newly recruited metsuke's level by 1 or more.

    Just create metsukes there, level all into increasing public order, and then ship them over. This will give you at least 2 bonus to public order with every metsuke instead of the usual beginning 1.

    It's always been the case in TW that you need to keep garrisons until the unrest dies off.
