As in they're not accepting bribes you offer or there's no bribe option?

When I click bribe, they say something like "How dare you ask us..." blahblah. It happens after I click the check mark when it tells how many will disband and how many will join me. It's the same sort of thing when they say "End the fighting!?"
would the force diplomacy work on this situation?
In a 1 turn campaign I wouldn't do it either. But when you are swarmed with armies in a 0 turn campaign and you have tons of money, I might do it.
But I don't think I'll play 0 turn anymore. Far too many armies to my taste. It's not fun anymore for me. I just started a Belgae 1 turn campaign. Let''s see how that goes.

Anything more than 4 full units seem to automatically decline or ask for a ridiculous amount of money, better to just off them.
AI characters in RS2 get a bonus that increases their bribe resistance. So you really need a great deal of cash to bribe them.
