    Default 4th Century Infrastructure Question

I'm just curious if sewers, baths, and aqueducts had really fallen into such disrepair that they were largely absent by 361 or are they just not present in most cities to make it more difficult for the player by giving him more stuff he has to build?

Had Roman infrastructure really declined/decayed that much by the 4th century?

    Also,

Scrapping ballista ranges, stables, etc, and buildings not intended to be used, will it have any negative impact on trade or income?

    Short answer: no.

The reason why some settlements seems underdeveloped is due to gameplay, i.e. to offer the player a tactical challenge. You'll actually find this in most mods.

I think I'll try my hand at campaign- very hard, battle- hard, and get my challenge that way, and give myself the starting infrastructure I think I should have, mainly in regards to baths, sewers, aqueducts, and farm villas.
