    Default Post Marian Reform - No factional MIC in Ippone

    I recently had the marian reform and a problem has occured. I conquered the carthaginian city of Ippone and after building the type two government there, the roman drill ground -campus - was not availble for building. In the surrounding cities - Siga - the campus can be build. Is this a bug, or do you have to have the augustus reform to be able to build factional MIC in every subjugate area?
