Regional Focus?

Hi

So first of all, all hail RS1/RS2 team; amazing mod, obsessed already.

But I am confused on how the regional focus works... after building the 'base' building, is the process automatic and will become fortified or economic based on building decisions? or is there some manual step that I have to do myself to choose a path?

I read through the stickied info threads and couldn't find anything

You can upgrade your Regional Focus into either a Fortified Region or an Economic Region after your settlement expands into a City. Once it expands into a Large City, you have the option of building an Economic and Fortified Region.
